As pain staking as it may be, with the proper proposal this developer could have created his own form! Let's face it, city/goverment workers have a bad rap for a reason. They follow the rules to the letter and when they can't fit a situation into a checkbox on their forms...well! God forbid we try logic to solve these issues. Sometimes we need to make the extra effort and take our “great ideas” to city council. As pain staking as it may be, with the proper proposal this developer could have created his own form!
